....do you need to have been born in Scotland, have Scottish parents or Grandparents, or is it based on Residency, if so how long would you have needed to be resident in Scotland before someone would count?
Please do not use this question to make angry Anti English/Scottish rants, I just want to know the answer.
I believe that you need to either of lived in Scotland for 3 years (legally of course) or any other EU country (except England/N.I./Wale) to qualify for no fees
